تَحَدِّيَاتُ حِمَايةِ اللُّغَةِ العَرَبِيَّةِ، وتَعْزِيزُ الهُوِيَّة فِيْ ضَوْءِ الأَمْنِ الفِكْرِيِّ وَالقَانُون-Challenges of Arabic Language Protection and Identity Enhancement in Light of Intellectual and Legal Security

يَنْشُدُ هذا البحثُ الوقوفَ على الحِمَايةِ القانونية اللغوية وارتباطِها المباشرِ بالأمن الفكريِّ وعَلاقَتِه بإرساء قِيَمِ المواطنةِ والحفاظِ على الهُوِيَّة وتعزيزِ مكانتِها، ويهدِفُ البحث إلى الوقوف على التشريعات القانونية الممْكِنة والمقترحة لحماية اللغة العربية، وتوصي الدراسة بإعادة النظر في قواعد التخطيط اللغويّ بما يسهم في تفعيل قوانين السياسة اللغويّة ويُحقق النتائج المرجوة منها، وإخراجها من القوالب النظريّة المجرّدة إلى ميدان التطبيق العملي، وتعزيز الوعي اللغوي والانتماء إلى الأمة ولغتها الأم الفـصيحة، وتحديد الموقف من اللغات الأجنبية في المنظومة التربوية والتعليم باللغة الأجنبية، ووضع اللغة العربية في فروع الجامعات الخاصة الأجنبية على الأرض العربية، وتفعيل الترجمة من اللغة العربية إلى غيرها من اللغات، ومن اللغات الأجنبية إلى العربية، وربط المهاجرين العرب  بأمتهم وتراثها وقضاياها، وحَسْم موضوع التعريب وتنفيذ المبادرات المتَّزِنة ومشاريع النهوض باللغة العربيـة للتوجـه نحـو مجتمـع المعرفـة، مع ضرورة التنسيق بين مؤسسات الدولة الرسميّة ومَجامِع اللغة العربية بما يراعي خدمة اللغة العربية وحمايتها، وتحقيق الانسجام بين مُكوّنات التخطيط اللغوي وقوانين السياسة اللغوية..
 
Abstract:
This study seeks to examine the mechanisms of legal-linguistic protection and its direct connection to intellectual security, as well as its relationship with the consolidation of citizenship values and the preservation and promotion of Arab identity. The primary objective is to investigate existing and proposed legal frameworks for safeguarding the Arabic language. The study recommends a critical reassessment of language planning principles to facilitate the implementation of language policy laws and achieve their intended outcomes, by transitioning from abstract theoretical models to actionable strategies.
The research further emphasizes the importance of enhancing linguistic awareness and reinforcing a sense of belonging to the Arab nation and its classical mother tongue. It calls for a clear stance on the role of foreign languages within the educational system and the use of non-Arabic instruction, particularly within foreign private universities operating in Arab countries. The study also advocates for the promotion of translation from Arabic into other languages and vice versa, fostering connections between Arab expatriates and their homeland, heritage, and causes.
Additionally, the study calls for decisive action regarding the Arabization of knowledge and the implementation of balanced initiatives and strategic projects aimed at revitalizing the Arabic language within the framework of a knowledge-based society. This includes the necessity of coordinated efforts among state institutions and Arabic language academies to ensure the effective protection of the Arabic language, while promoting coherence between the components of language planning and legislative language policy frameworks.
