الملخــــص:
يتناول البحث موضوع "تكريم شهداء الواجب وذويهم في المملكة العربية السعودية ودولة الكويت دراسة تأصيلية مقارنة" وقد تمثلت مشكلة الدراسة في التساؤل الرئيس: ما المراد بتكريم شهداء الواجب وذويهم في المملكة العربية السعودية تأصيلًا ومقارنةً بالقانون الكويتي؟ وقد هدفت الدراسة الى التعرف على مفهوم شهداء الواجب وذويهم بالنظام السعودي، والتعرف على مفهوم شهداء الواجب وذويهم بالقانون الكويتي، وتحديد أساليب تكريم شهداء الواجب وذويهم في النظام السعودي، والتعرف على أساليب تكريم شهداء الواجب وذويهم في القانون الكويتي، وبيان أثرتكريم شهداء الواجب وذويهم في تعزيز الولاء الوطني والولاء التنظيمي للعاملين بالمنظمة. ومن أهم النتائـج التي توصلت إليها الدراسة صدرت العديد من الأوامر والمراسيم الملكية، وكذا القرارات الوزارية بشأن تكريم الشهداء في النظام السعودي والقانون الكويتي، غير أن عناية النظام السعودي أكبر مقارنة بالقانون الكويتي ومن أهم التوصيات التي أوصى بها الباحث إعداد مشروع نظام شامل ومتكامل؛ يجمع شتات الأوامر والقرارات الصادرة بشأن تكريم الشهداء وذويهم، ويعرف الشهيد والمزايا التي يستحقها، ويعمل على تسهيل ما قد يعترض تكريم ذويهم من عقبات واعتراضات نظامية. ووضع حد زمني لوصول المستحقات إلى أصحابها من ذوي الشهداء؛ وذلك لضمان كفاءة الجهات التنفيذية للقرارات والأوامر الصادرة بشأن تكريم شهداء الواجب وذويهم.

Abstract
 
This research handles the topic of "Honoring the Martyrs of Duty and their Families in the Kingdom of Saudi Arabia and the State of Kuwait، a comparative originating study". The problem of the research is embodied in the main inquiry; what is meant by honoring the martyrs of duty and their families in the discipline of the Kingdom of Saudi Arabia in comparison with the Kuwaiti law? The research aims at identifying the concept of honoring the martyrs of duty and their families according to the Saudi discipline and the Kuwaiti law. It also tries to specify the ways of honoring the martyrs of duty and their families in the Saudi discipline as well as in the Kuwaiti law. In addition، the research traces the impact of honoring the martyrs of duty and their families upon promoting the national loyalty as well as the organizational loyalty of the workers. One of the crucial findings of this research is that many royal decrees، orders، and ministerial decisions concerning honoring the martyrs of duty have been issued in the Saudi discipline and the Kuwaiti law. In comparison of the processes in both countries، the Saudi discipline is more concerned. The research concludes with the recommendations. The first recommendation is concerned with preparing comprehensive integrated draft rules to collect the decrees، orders and decisions issued regarding honoring the martyrs of duty and their families so that the martyrs and the merits they deserve become acquainted. This would facilitate any obstacles or systematic objections on the way of honoring their families. There should also be a time limit for delivering the receivable dues to the concerned families of the martyrs. Such measures would guarantee efficiency for the executive decisions and orders issued to honor the martyrs of duty and their families.
