 الملخـــــــص:
يعتبر الإغراق الاقتصادي من الموضوعات التي تحظى بأهمية على المستوى المحلي والعالمي لما يترتب عليه من إثارة للمشكلات الاقتصادية، والسياسية، والقانونية وارتباطه بحياة الناس وأسباب معيشتهم، ويهدف البحث إلى تسليط الضوء على مفهوم الإغراق الاقتصادي وصوره وآثاره السلبية للتوصل إلى حكمه الشرعي، وسبل مكافحته، واتبعت في كتابة البحث المنهج الاستقرائي من خلال استقراء كل ما كتب عن الموضوع، والمنهج الاستنباطي في استنباط حكم الإغراق من خلال مبادئ الشرع وأقوال الفقهاء، والمنهج المقارن من خلال عرض أقوال الفقهاء وأدلتهم والمناقشة والترجيح وتوصل الباحث من خلال هذا البحث إلى أن الإغراق الاقتصادي يعني بيع المنتج بسعر أقل من تكلفته بهدف السيطرة على السوق والقضاء على المنافسين، وأن هناك صورًا متعددة للإغراق، وله آثار سلبية على المجتمع أهمها تهديد الصناعات المحلية القائمة، وسيطرة المستثمر الأجنبي على السوق، وكثرة البطالة في المجتمع، وتوصلت لحكم الإغراق من خلال عرض أقوال الفقهاء في حكم البيع بأقل من سعر السوق مع اعتبار المآلات وسد الذرائع، وانتهيت إلى تحريم الإغراق الاقتصادي؛ لاشتماله على الفساد، وإيقاع العداوة والبغضاء بين الدول والأفراد، ويمكن مكافحة سياسة الإغراق عن طريق إصدار نشرات ودوريات تعرض على التجار تحرضهم على سلوك الأمانة، وتوعية المستهلك بضرر الإغراق وقت حدوث ذلك بكافة وسائل الإعلام، وفرض غرامات وعقوبات على من يمارس هذا الأسلوب للردع والزجر.
"Flooding the Economy" the Concept and Provision

Abstract
     Flooding the economy is one of the topics that receives great interest from both the domestic and international respects because of the consequent economic, political and legal problems. This topic is closely related also to people's lives and their livelihood. Accordingly, this research demonstrates the concept of flooding the economy, its forms and its negative effects. It also tries to reach the legitimate provision of this concept and the best measures to combat it. The research applies the inductive approach by investigating all what had been written about this topic. It also applies the deductive approach to deduct the provision of flooding the economy throughout the jurisprudential principles and the sayings of the jurists. In addition, the research utilizes the comparative approach through displaying the sayings of the jurists and discussing their evidence of preponderance. The researcher has found out through this research that flooding the economy means selling products at prices below cost to control the market and eliminate competition. Moreover, there are many forms of flooding the economy and they have negative effects upon the society. The most serious effects include threatening the current domestic industries, the foreign investor controls the market, and the unemployment rate increases in the society. The researcher has deducted the provision of flooding the economy through displaying the sayings of the jurists regarding the provision of selling products below market price considering consequences and obstruction of pretexts. The research has concluded that flooding the economy is prohibited as it entails corruption, hostility and hatred in between countries and individuals. We can combat the policy of flooding the economy by means of issuing bulletins and periodicals to be distributed among tradesmen to provoke honesty and warn the consumer against the dangers of flooding the economy, when it occurs, in all means of mass media. Finally, all those who practice this policy must be fined and punished to deter and repress such behavior.
