البيعة شعيرة شرعية ذات مبنى اجتماعي، وتأثير أمني، وقد تناول البحث تحت مسمى (البيعة وأثرها في الاستقرار الاجتماعي والأمني للمجتمع) مفهوم البيعة ودلائل مشروعيتها في الکتاب والسنة والفئة الاجتماعية التي تلزمها البيعة، مع التأکيد على حُرمة نکث البيعة، ثم أثرها في الاستقرار الاجتماعي من حيث إنها توجد الدافع الذاتي للالتزام بالبيعة وعدم الخروج على الإمام، وبيان ما يتعلق بذلک من حقوق للإمام، وحقوق للرعية. وبعد ذلک تناول البحث الآثار الأمنية للبيعة، مشتملاً قضية المواطنة والابتعاد عن مواطن الفتن، وأبرز معززات البيعة التي من شأنها مراعاة مصالح الأمة، وتحقيق الاستقرار والسلامة، ودفع المفاسد، وخلص البحث إلى عدد من النتائج منها: شرعية عقد البيعة ولزومه، وجواز تعدد البيعات عند تعدد أقطار المسلمين ودولهم.

The Impact of Bayʿah (Pledge of Allegiance to the Ruler) on Social and Security Stability of the Community

Abstract
Bayʿah is a legal rite of social basis with security impact. The present study examines the concept of bayʿah and the proof in the Qur’ān and Sunnah of its legitimacy for the social segment bound by the pledge. The study emphasizes the inviolability of breaching the bay‛ah, and the impact of pledging on social stability, since it creates an inner drive to abide by the bay‛ah and not rebel against the leader, thus stating the rights of both the leader and the people. Afterwards, the study discusses the security impact of bay‛ah, including the issue of citizenship and shunning the reasons for strife, the major reinforcements that promote public interest, realize stability and safety, and repel harm. The paper concludes with a number of findings, including the legitimacy of bay‛ah contract, its obligation, and the permissibility of multi-allegiances depending on the status of the Muslim countries and territories.
